Contract Workforce Management System, also known as CLMS

Run your contract workforce on one verified record.

Verified once. Governed at every gate. Paid on proof.

HONO CWMS brings contractors, work orders, contract employees, gate passes, attendance, wages, statutory compliance and contractor bills onto a single record. The rules you set can stop a non-compliant contract employee at the turnstile and hold a contractor's bill until statutory contributions and wage proof are in.

Why contract workforce needs its own system

As principal employer, you carry the risk. Most tools leave it scattered.

Plants, utilities, data centres and project sites each capture attendance their own way. The same gaps show up across all of them.

Contractors tracked entity by entity

A contractor with a poor record in one business can still be engaged by another, because nobody sees the full picture.

Contract employees re-verified at every move

Shift a contract employee to a new site or contractor and the KYC, documents and biometrics start from scratch.

Bills matched to the muster by hand

Finance checks contractor invoices against attendance in spreadsheets, months after the work is done.

Statutory shortfalls land on you

When a contractor falls short on wages or statutory contributions, labour law in many countries puts the liability on the principal employer.

How the platform is built

One platform, four connected layers

Data moves in one direction: from identity, to transaction, to experience, to control. Each layer builds on the one before it, so a fact captured once is reused everywhere downstream.

Master data management

Who is this contract employee, who engages them, under which work order, at which site?

Org structure synced from your HCM. Vendor and work-order masters from your ERP and MDM. Contractor master and a contract employee master with e-KYC, biometrics, skills, licences, fitness and consent.

One identity, no duplicate records, verified at entry

Explore master data

Lifecycle transactions

What is this contract employee allowed to do, what did they do, and what are they owed?

Onboarding, entry pass, access control, attendance, shifts, OT, leave, wages, wage acknowledgement, billing, mobility, exit, blacklisting and manpower planning.

Each step held until its prerequisites are met

Explore the lifecycle

Experience management

How do the contract workforce, supervisors, contractors and approvers actually use it?

Role-based web and mobile apps, contractor portal, kiosk, WhatsApp, SMS and IVR. Multilingual screens, guided workflows and task inboxes.

Every interaction logged against the contract employee

Explore the experience

Governance and control

Is every site compliant, safe and under control, right now?

Automatic blocking, biometric enforcement, compliance-gated billing, statutory registers, scorecards, MIS, live headcount, emergency response view and incident reporting.

Evidence for statutory audit, leadership and emergencies

Explore governance

Fits the systems you already run

Each system stays the source for what it owns. CWMS takes data in once, reuses it everywhere downstream and sends the results back where they belong.

Layer 1: Master data management

One verified identity that follows the contract employee

Verify a contract employee once and reuse that identity on every site, business unit and contractor. Someone moving from a plant to a solar park is never registered again.

Enterprise structure and vendor master

  • Legal entity, business unit, location and cost centre consumed date-effectively from your HCM, so hierarchy changes flow through on their own
  • Contractors and work orders created from, and reconciled to, your ERP and central MDM
  • Work-order type, validity, resource count, service-charge basis and milestones held once and referenced everywhere

Contractor master

  • Location-wise licences, contract validity, bank, tax and social security registrations, and insurance policies, with expiry and renewal alerts
  • Resource count managed against each work order, with site supervisors and charge types set at work-order level
  • Status tracking, performance history and blacklisting with reason codes

Contract employee master

  • National ID e-KYC through licensed channels where available, with ID numbers stored masked and consent-based digital document fetch as an alternative
  • Social security and insurance numbers verified against name and mobile
  • Face and biometrics enrolled once and reused for attendance and access, with consent captured per purpose in the employee's own language
  • Education, background and police verification, skills, deployment and training history in one record

Every step unlocks the next, from onboarding link to paid bill

Each process feeds the next from the same record. Nothing moves forward until what it depends on is in place.

Principal employer, contractors and work orders

Set up each legal employer once, then bring contractors in through their own portal.

  • Principal employer set up per legal entity, with its statutory identifiers, registers and returns
  • Contractor onboarding through the portal with document upload, compliance checklist and approval to the principal employer
  • Manpower requisition with multi-level approval, allocation against work orders, contractor recommendation and evaluation
  • Manpower planning and budgeting by work order and contract type, with plan versus actual and gap analysis

No compliance, no bill processing

A contractor's invoice is checked against what the platform already knows: who worked, what they were paid, and whether statutory contributions were deposited. If anything is missing, the bill waits and the contractor is told exactly why.

Layer 3: Experience management

Built for people who will never open a portal

Much of the contract workforce lives on a basic smartphone or a feature phone. CWMS reaches them on WhatsApp, SMS and IVR in their own language, and records every message sent, delivered, read and answered against the individual record. That makes the communication layer part of your evidence trail.

Employee and supervisor app

  • Offline-first, in English and local languages, with GPS geo-fencing
  • Selfie attendance with liveness detection, shift view, leave, OT and regularisation
  • Role-based task inboxes, so each person sees only what they must act on

Layer 4: Governance and control

Control at the gate and at attendance, not after the audit

Each contract employee carries a single validity state, checked continuously against every rule you configure. Face, fingerprint or iris captured at onboarding is used for every attendance and access event, with duplicate-identity detection across all sites.

Attendance blocked after continuous absence

When a contract employee stays away longer than the limit you set for the site or category, they hear about it first on WhatsApp, in their language. The app then stops accepting their attendance, and the same restriction reaches biometric machines and turnstiles through integration. Nothing resumes until their supervisor has reviewed the case.

Biometric machines and turnstiles, via integration
  1. Absence streak detectedAttendance is checked daily against the consecutive-absence limit set for the site, category or contractor.
  2. Employee told firstA WhatsApp or SMS message in the employee's language explains the restriction and who to contact.
  3. App attendance pausedPunch-in and attendance self-service are disabled, with a notice in the app.
  4. Blocked at devices and gatesThe restriction is pushed to integrated biometric machines, face terminals and turnstiles, so punches and entry are refused.
  5. Supervisor reviews, access restoredThe contract supervisor and Engineer-in-Charge are alerted. An authorised role lifts the block after review, and every action is logged.

Illustrative screens. Names, devices and map are sample content. The absence limit is configurable, and device blocking depends on the access control and biometric systems integrated at each site.

Know who is inside the perimeter, and who can respond

Safety needs more than statutory bookkeeping. It needs to know who is inside the plant and who can respond to an incident at that moment.

Live headcount

  • Real-time roster of everyone on site, split by direct employees, contract employees and visitors, down to zone and gate

Emergency response team view

  • Incident commanders, fire fighters and first-aiders cross-checked against live attendance, with contact numbers
  • SMS and email alerts to security and safety officers when a critical role goes uncovered

Report incidents from the floor and track them to closure

Anyone on site can report an incident the moment it happens, from the app, WhatsApp or IVR, in their own language. Each report is tied to the individual, the site and the contractor, so safety and HR work from the same facts.

Report

  • Standard incident types: near miss, injury or first aid case, unsafe act and unsafe condition
  • Photo evidence, zone and location captured with the report, anonymous if the reporter prefers
  • Raised by contract employees, supervisors or safety officers, with status updates back to the reporter

Investigate

  • Classification by type and severity, with escalation routed by both
  • Investigator assigned, root cause recorded and corrective and preventive actions tracked with owners and due dates
  • Closure only once actions are verified, with the full history kept for audit

Privacy by design

Built for data protection laws

Contract workforce data is some of the most sensitive data you hold. Privacy controls are part of the platform, not an add-on.

  • Consent captured per purpose, in the employee's language
  • Purpose limitation and retention rules
  • National ID numbers masked at rest and on screen
  • Data residency aligned to local requirements
  • Right to access and erasure workflows
  • Complete audit trail of consents and changes
Questions

Frequently asked questions

Want to see it on your own sites and rules? Our team can walk you through it.

Is a CWMS the same as a CLMS?

Yes. Contract Workforce Management System (CWMS) and Contract Labour Management System (CLMS) describe the same category: software that manages contractors, the contract workforce and the principal employer's obligations under local labour and contract labour laws.

Does it replace our HCM or ERP?

No. CWMS reads your organisation structure from your HCM and your vendor and work-order data from your ERP and MDM. It sends service entry sheets, work-order matches and milestone data back to your ERP, so each system stays the source for what it owns.

Which statutory registers and records does it cover?

It generates the registers your local labour law requires and keeps monthly contribution returns, payment receipts, levies, bonus and end-of-service benefit records by contractor and site, with a compliance calendar for filings and returns.

Can each entity and site run its own rules?

Yes. Entities, countries, sites, employee categories and regional rules are set up through configuration, so each business keeps its own approvals and policies while leadership sees one consolidated view.

How does attendance work at remote sites with poor connectivity?

The supervisor and employee apps are offline-first. Punches are geo-tagged and tamper-evident, and sync when the device reconnects.
