List of National,Cultural and Religious Haryana Government Holidays in 2025

Haryana notified its 2025 holiday calendar through Human Resources Department Notification No. 28/67/2008-1HR-I dated 26 December 2024, signed by the Chief Secretary and applicable to all public offices under the state government. The calendar names 30 festivals and observances for the year. Twenty one of them are gazetted public holidays. The other nine fall on a Saturday or a Sunday, and because Haryana already closes public offices on all 52 Saturdays and all 52 Sundays, the notification lists them separately and grants no day in lieu. The table below carries every named occasion with its date, day and holiday type, and marks which of the nine coincide with a weekend closure.

Alongside the gazetted list, the notification permits every employee, including outsourced staff, to choose any three days from a list of 14 restricted holidays that runs from Maharshi Dayanand Saraswati Jayanti in February to Shaheed Udham Singh's Jayanti in December. Offices stay open on those days unless an employee elects them. Banks and institutions covered by the Negotiable Instruments Act, 1881 follow a shorter 16 day list that applies across Haryana except the judicial courts. Eight days close government offices but not banks, including Parshuram Jayanti, Akshya Tritya, Maharana Pratap Jayanti, Sant Kabir Jayanti and Vishvakarma Day. Republic Day, Bakrid and Janmashtmi close banks even though they are weekend dates on the government side, and 1 April is a bank holiday for the annual closing of accounts with no counterpart in the government calendar. The notification also names 20 special days, from Netaji Subhash Chandra Bose Jayanti on 23 January to Maharaja Shoorsaini Jayanti on 20 December, which are observed as commemorations only and carry no closure.

How Haryana Holidays Impact Payroll and Leave Management?

The defining feature of the Haryana calendar is subtraction. Nine of the 30 named occasions land on a Saturday or Sunday and produce no extra day off, so a leave system that builds its holiday master from a festival feed will over report the entitlement unless it is reconciled against the notification itself. The second issue is that the government list and the bank list do not match. Eight days close offices but not banks, three days close banks but not offices, and 1 April is a bank only closure. Payroll disbursement, statutory remittances and vendor payments therefore need two calendars rather than one. One date needs manual attention. On 22 October, Vishvakarma Day is gazetted while Goverdhan Puja is restricted, and both fall on the same Wednesday. An employee who elects Goverdhan Puja spends one of their three restricted days on a day the office is already closed.
