What actually changed on 1 April 2025?

Only the dearness allowance. The Government of NCT of Delhi adjusted the average All India Consumer Price Index number for July to December 2024, which stood at 413.42, an increase of 11.32 points, and declared the resulting DA payable for all categories from 1 April 2025.
The basic rates themselves are unchanged from 1 October 2024. The last full revision of minimum rates of wages in scheduled employments was notified on 22 October 2019.

Why are clerical and supervisory staff on a separate table?

Delhi rates clerical and supervisory staff by education rather than by skill grade. The three bands are non-matriculates, matriculates who are not graduates, and graduates and above.
The first two bands carry the same figures as the semi-skilled and skilled categories. The graduate band sits above every skill grade, which is why misclassifying a graduate clerk as skilled is the most expensive error on this page.

Do I divide the monthly wage by 26 days or 30?

By 26. Every per-day figure in the order is the monthly total divided by 26 and rounded, so an unskilled worker's ₹18,456 a month works out to ₹709.85 and is printed as ₹710.
Both columns come from the order itself, so you do not need to derive the daily figure. Use the printed one.

When is the next revision due?

The 2019 notification stipulated that dearness allowance is payable on the basis of six-monthly average index numbers for January to June and for July to December, effective from 1 April and 1 October respectively.
So the rates on this page hold until the October adjustment is notified. Delhi has historically issued that order some weeks after the effective date, with arrears payable from the first of the month.

Which employments does this cover?

All scheduled employments in the National Capital Territory of Delhi under the Minimum Wages Act, 1948. The order applies the revised rates in respect of unskilled, semi-skilled and skilled categories in all schedule employments, and applies the clerical and supervisory rates in all scheduled employments too.
The order does not enumerate the employments. Check the schedule under the Act if you are unsure whether your activity is covered.

How do I confirm this order is genuine?

The order itself carries a note that a case of tampering has come to the Labour Department's notice, and it directs employers and workers to confirm the figures from the department's website at labour.delhi.gov.in.
That warning is unusual and worth taking seriously. Before you configure payroll on any Delhi wage circular you received by forward or WhatsApp, verify the figures against the department's own published copy.
