Shops & Commercial Establishments (one of 19 Scheduled Employments revised together)

Himachal Pradesh revised minimum wages across all 19 of its scheduled employments with effect from 1 April 2025, following a Minimum Wages Advisory Committee meeting held on 4 April 2025. For Shops & Commercial Establishments specifically, the wage depends on both skill category and whether the employer provides food, tea and combined accommodation - workers who receive these benefits are paid a lower cash wage than those who do not.

Two things to check first

The rate split by benefits only applies within Shops & Commercial Establishments; other scheduled employments, such as Agriculture, use a single flat rate. Workers in Himachal Pradesh's Scheduled Tribal Areas are entitled to a 25% increase over and above every rate shown below.

Frequently Asked Questions

'Without benefits' is the full cash wage paid when the employer does not provide food, tea or accommodation.
'With benefits' is a lower cash wage paid when the employer supplies food, tea and combined accommodation, since part of the compensation is provided in kind.

Every state revises wages on its own calendar. Payroll has to keep up with all of them.

HONO builds statutory compliance into the payroll calculation itself, so wage floors, PF, ESI and Professional Tax are applied per state and per employee class rather than reconciled afterwards.
